What is a progressive jackpot and how is it funded?

A progressive jackpot is a prize that grows as contributions are made to a special prize pool, until it is won and resets. The pool is typically fed by a small share of each qualifying bet, so the money comes from players collectively, not from a fixed prize schedule.

Definition

The Gambling Control Act, 2025 defines a jackpot as the highest prize in a game of chance, payable either from a fixed prize schedule or from a pool that accumulates as contributions are made. A progressive jackpot is the second kind: the prize is not a set figure but a balance that rises with play.

When the jackpot is won, the pool returns to a starting amount and begins to grow again.

How the pool is funded

A fixed percentage of each qualifying stake is set aside and added to the pool. That slice is part of the money players put in, so it is paid out of the same stakes that fund the game's other prizes and the operator's margin. It is not new money from outside.

Illustrative example

Suppose a game sets aside 1% of every stake for the pool. A KES 100 stake adds KES 1. After 10,000 such stakes (KES 1,000,000 wagered in total), the pool has grown by 10,000 × KES 1 = KES 10,000.

The percentage is a rule of the particular game. Check its published rules rather than assuming a figure, since the link between pool size and return to player varies by design. The general effect on average cost is covered in the guide to how RTP and house edge work.

Why it matters

Because most of the return is concentrated in one rare prize, a progressive game is usually highly volatile: long runs without a win are normal, as described in the guide to volatility. A large displayed pool does not change the odds of any single round.

Rules in Kenya

Under regulation 80 of the Conduct of Gambling Operations Regulations, 2026, a licensee who wants to offer a jackpot must obtain written authorization from the Authority, submit proof of a fixed deposit account equal to the guaranteed jackpot amount, and attach terms and conditions for approval. Evidence for the jackpot account goes to the Authority weekly if the jackpot is progressive, and every fourteen days if it is fixed. Regulation 81 lists the licence types that may run jackpots, including casino and bookmaking.

Questions and answers

Does a bigger progressive jackpot make a win more likely?

No. The size of the pool is the prize, not a signal of timing. Each qualifying round is decided by the game's random outcome, as explained in the guide to random number generators, and earlier rounds do not make a later one due.

What happens if a progressive jackpot is not won for a long time in Kenya?

Regulation 80(3) of the Conduct of Gambling Operations Regulations, 2026 says a jackpot not won for more than twenty-four months shall be cascaded to lower combinations until the jackpot is won.
